What Is the Lifeline Program?

Lifeline is a federal government benefit program that helps low-income households get free or discounted phone and internet service. It is run by the Federal Communications Commission (FCC) and funded by the Universal Service Fund, which phone companies are required by law to contribute to.The program has been around since 1985. It started with landline phone service and expanded over time. Today, Lifeline helps qualifying Americans get wireless talk, text, and data service every month — at no cost. StandUp Wireless is approved to provide Lifeline service in 40 states plus Puerto Rico.

    Who qualifies for Lifeline?

    You may qualify for Lifeline in one of two ways: through a qualifying government program, or based on your household income.Income-based eligibility: Your household may also qualify if your total income is at or below 135% of the Federal Poverty Guidelines. This applies to the number of people living in your household. Visit lifelinesupport.org to see income guidelines.Only one Lifeline benefit is allowed per household. Special eligibility exceptions exist for survivors of domestic abuse through the Safe Connections Act to learn more.

    Medicaid

    NotesMedicare is NOT acceptable. Please ensure that your eligibility documentation does not indicate a “Medicare” benefit. The document must say "Medicaid".

    SNAP (Supplemental Nutrition Assistance Program)

    NotesSNAP/EBT/Food Stamp "cards" are not acceptable as proof of eligibility. A program letter or screenshot from an online account that shows proof of active benefits will work in all states.SNAP/EBT/Food Stamp cards will work as proof for California LifeLine, California's state program.

    SSI (Supplemental Security Income)

    Notes Please ensure your document proves participation in SSI (Supplemental Security Income) benefits, not SSA (Social Security Administration) benefits if selecting SSI as your qualifying program. SSA benefits can be used to apply with “Low Income” as your qualification. If you receive SSA benefits, please refer to the “Income Level” section in the options above.

    Section 8 (Federal Public Housing Assistance)

    Veterans Pension and Survivor Benefit Programs

    Notes This benefit can be easily confused with Veteran Disability. Disability is not considered pension and cannot be used to qualify for the Veteran’s Pension program. A VA disability statement of benefits can be used as proof of low-income. If you are receiving VA disability, please refer to the “Income Level” section in the options above.

    How to apply

    Applying for Lifeline through StandUp Wireless takes just a few minutes. Here is what you will need:

    • A government-issued photo ID (such as a driver's license or state ID)
    • Proof of eligibility — for example, a benefits letter or program card from a qualifying program like SNAP or Medicaid
    • A valid email address
    • A valid mailing address

    When you apply, your information will be sent to the National Verifier to confirm your eligibility. If you are automatically approved, you will not be required to provide copies of your ID or proof of eligibility. Residents of Texas and those not automatically approved, will be required to provide these documents. Residents of California wishing to enroll in the State program, California LifeLine may be required to provide proof documents as well.

    Once approved, you will receive your SIM card and instructions to get started.

    This is a Lifeline supported service. Lifeline is a government assistance program. Only eligible consumers may enroll in Lifeline. Eligibility is based on income or participation in certain government benefit programs and is determined by the National Verifier (documentation may be required). Lifeline benefits are non-transferable and limited to one per household (wireless or wireline). Customers who willfully make false statements in order to obtain a Lifeline benefit can be punished by fine, imprisonment, or being barred from the program.
