Why Are These Phones Free?


The Lifeline program has been around since 1985 to provide discount phone service for low-income Americans. During Covid-19, the U.S. government allotted $14 billion to a new long-term program called the Affordable Connectivity Program. This program’s goal is to ensure every American has phone and internet access for school, work, healthcare, and more.


The ACP covers up to $30 per month for internet service. The Lifeline program provides up to $9.25 towards your monthly phone bill. Since many providers offer phone and internet services, applicants can simultaneously qualify and use benefits from both programs.


These two programs are separate, and although the ACP is more internet-focused, they work together to provide text, call, and data services to millions of Americans.

Who Is Eligible for a Free Phone?


To receive a free phone, you must be eligible for the ACP program, or a similar government assistance program called Lifeline, or both. To qualify for these programs, your household must meet an income requirement at or below 200% of the federal poverty guidelines.


Alternatively, someone in your household must already be part of another government assistance program such as SNAP, Medicaid, Federal Pell Grant, National School Lunch or Breakfast program, Federal Public Housing Assistance, SSI, WIC, Veterans Pension, or Survivor Benefits. 


Also, if you live on Qualifying Tribal Lands and participate in the Bureau of Indian Affairs General Assistance, Tribal TANF, Food Distribution Program on Indian Reservations, or Tribal Head Start, you can receive a free phone and home broadband internet discounts. How Can I Get My Free Phone?


You must apply for the ACP and Lifeline programs to get a free phone. However, you can be accepted into both programs if you are eligible and receive more benefits. To apply for both programs online, click here.


Once accepted into the ACP/Lifeline programs, you can choose a phone company that partners with ACP/ Lifeline. Make sure to choose one that offers a free smartphone specifically in your state and enroll with them. Once accepted, you can select your free smartphone and phone plan.
